To install a skin you have to run the downloaded .rmskin file. This filetype is a Rainmeter skin installer, which is run by Rainmeter's Skin Installer tool. If the package has been properly created (and most of these packages existing on both, this forum and the DeviantArt.com are properly created, however there might be some which have not been), it installs the skin, the eventual layouts (if exist) and the propoper version of plugins.

Most skins don't slow down a more or less decent system. Exceptions might be the visualizer skins. By definition this kind of skin use lot of resources, being updated more times on each second. What can you do depends on the skin. No one can give you a a general valid answer to this question.

Right now I have 19 skins activated, more of them being huge skins, however there is no visualizer. No issues, the system runs pretty well. Not sure you have to do anything. Maybe just take care not to use more than one visualizer skin at once.
There is no other way just to edit the code of skins. Recommend you to make a backup of the config you want to alter (copy it to a safe place, outside of the Skins folder) and start editing it / them. This is the only way you to understand and see how a skin is working and what you can do with it, to get it as you want.

The most basic skin is the illustro suite, which comes with Rainmeter. If you've installed Rainmeter, this suite has been installed. Otherwise there are lot of minimalist skins out there, on both, the Share Your Creations part of this forum and the DeviantArt.
