It seems to me now, that both of you are correct, that the multiple winds refer to different times; but there really doesn't seem to be any consistent way of determining the begin/end points of those times.

I have seen multiple entries like this for conditions other than wind, such as for wind chill. Wind chill is a different section from winds, and here is an example:

<windChill>    <textSummary>        Wind chill minus 30 this evening and minus 40 overnight. Frostbite in minutes.    </textSummary>    <calculated index="1" unitType="metric" class="evening">-30</calculated>    <calculated index="2" unitType="metric" class="overnight">-40</calculated>    <frostbite>Frostbite in minutes</frostbite></windChill>
In this instance there is a summary which allows us to know the times involved, but there is not such a summary for winds. So, I'm looking for some thoughts on the best way to handle these multiple conditions.
